SOUTIEN AU CONSUL GENERAL DU VANUATU EN NOUVELLE CALEDONIE.

Depuis le jeudi 28 octobre 2021, le Consul Général du Vanuatu en Nouvelle Calédonie Serge Alain MAHE a été suspendu de son poste et le Bureau du Consulat général de Vanuatu par le Gouvernement du Vanuatu. Cette suspension s’est faite au motif de la découverte de deux cas positifs au Covid-19 en provenance d’un vol effectué par la Compagnie Air Vanuatu le 22 octobre 2021 et qu’une enquête portant sur l’identification d’éventuels responsables de cette défaillance.

Nous comprenons les inquiétudes du Gouvernement du Vanuatu et son obligation à protéger son peuple contre cette pandémie qui sont tout à fait légitimes, cependant, nous déplorons la manière et l’exécution de cette sanction pour de multiples raisons :

1.    Une décision trop hâtive car il est établi une sanction avant le résultat même de l’enquête. Elle a pour conséquence directe le déchaînement des passions sur les réseaux sociaux et ceci porte atteinte, de manière non négligeable, à l’intégrité et l’image de Monsieur le Consul Général du Vanuatu en Nouvelle Calédonie, mais touche aussi plus particulièrement sa femme et ses enfants. Le positionnement que vous avez adopté, dénotant une certaine anticipation de l’aboutissement de l’enquête, conforte de plus en plus sa culpabilité auprès de ces réseaux sociaux alors que jusqu’à preuve du contraire, il n’est nullement responsable de quoi ce soit dans cette affaire.  

2.    D’après nos informations, dans ce vol du 22 octobre 2021 où deux cas de Covid-19 ont été détectés, le Consulat du Vanuatu en Nouvelle Calédonie n’a fait que suivre et faciliter les procédures, les protocoles et les échanges d’informations pour que ce vol puisse se faire en toute sécurité. Il n’a en aucun cas un pouvoir décisionnaire dans la matière, en effet, seules les autorités Vanuatuanes au Vanuatu sont compétentes quant à l’acceptation ou non pour la réalisation d’un vol fut-il pour du transport de fret et/ou de passagers.  

3.    La Nouvelle Calédonie compte la plus grande communauté Vanuatuane à l’étranger et la fermeture du Consulat prive l’ensemble de ses ressortissants des services de ce qu’elle est en droit d’attendre. Suite à cette décision la continuité des services ne peut être assurée comme au Vanuatu où un fonctionnaire aurait pu prendre le relais pour recevoir et traiter les dossiers en cours. Par ailleurs, plus de 50 étudiants et lycéens ni-vanuatu sont livrés à eux-mêmes, dès maintenant, pour leurs bourses, l’extension du titre de séjour pour 2022, leurs logements durant les vacances et, pour ceux qui ont fini leurs études, leur rapatriement sera suspendu.  

4.    La communauté Vanuatuane de Nouvelle Calédonie travaille depuis 2018 avec Monsieur Serge Alain MAHE qui a su insuffler une nouvelle dynamique dans les actions du consulat afin que les besoins de nos ressortissants soient traités dans les plus bref délais. Nous pouvons témoigner de son sérieux et de sa totale implication dans son travail et ce, au détriment, trop souvent, de sa vie familiale et parfois financière.

Pour ces raisons, nous, la Communauté Vanuatuane de Nouvelle Calédonie soutenons dans cette épreuve difficile que traverse actuellement, Monsieur Serge Alain MAHE Consul Général du Vanuatu en Nouvelle Calédonie et demandons au Gouvernement du Vanuatu de le rétablir dans ses fonctions dans les plus brefs délais afin d’assurer la pérennité des services du Consulat Général du Vanuatu en Nouvelle Calédonie.

Since Thursday 28th October 2021, the Consul General of Vanuatu in New Caledonia, Serge Alain MAHE, has been suspended from his position and the Office of the Consulate General is closed by the Government of Vanuatu. This suspension was motivated by the discovery of two positive cases of Covid-19 on a flight carried out by Air Vanuatu on October 22, 2021 and by an investigation aiming to identify the causes and the people responsible for this matter.

We understand the concerns of the Government of Vanuatu and its obligation to protect its people against this pandemic, which is quite legitimate, however, we deplore the manner and the execution of this sanction for the following reasons:

1.    A decision too hastily made because a sanction is established before the actual outcome of the investigation. A decision having direct consequences, the unnecessary outburst of passions on social networks and the significant undermining of the integrity and the image of the Consul General of Vanuatu in New Caledonia as well as the one of his family. The stance that you have adopted, underlines a certain anticipation of the outcome of the investigation, which social networks take it as a proof of his responsibility, while until proven the contrary, he is in no way responsible for what he is accused of in this case.  

2.    According to our information, on the flight of October 22, 2021 where two cases of Covid-19 were detected, the Vanuatu Consulate in New Caledonia only followed and facilitated the procedures, protocols and exchanges of information, so that this flight can be done in complete safety. He has in no way a decision-making power in the matter, in fact, only the Vanuatuan authorities in Vanuatu are competent as to the acceptance or not for the realization of a flight, be it for the transport of freight and/or passengers.  

3.    New Caledonia has the largest Vanuatu community abroad and the closure of the Consulate deprives all of its nationals in New Caledonia of the services they are entitled to expect. Following this decision, the continuity of services cannot be ensured as in Vanuatu where an official could have taken over to receive and process ongoing files. In addition, more than 50 ni-vanuatu university and senior secondary school students are left on their own, from now on, for their scholarship, the extension of their residence permit for 2022, their accomodation during the holidays and, for those who have finished their studies, their repatriation will be suspended.  

4.    The Vanuatu community in New Caledonia has been working since 2018 with Mr. Serge Alain MAHE who has been able to infuse a new life into the actions of the consulate so that the needs of our nationals are addressed as quickly as possible. We can testify to his seriousness and his total commitment in his work, at the detriment, of his family and sometimes financial life.  

For these reasons, we, the Vanuatu Community of New Caledonia, support Mr. Serge Alain MAHE Consul General of Vanuatu in New Caledonia, who is currently going through this difficult time and request the Government of Vanuatu to re-instate him to his functions as soon as possible to ensure the sustainability of the services of the Consulate General of Vanuatu in New Caledonia.
